Burke then filed a petition for judicial review, which the trial court dismissed for Burke’s failure to timely file the agency record. On appeal, Burke argues that a statutory amendment required the agency to file the agency record; Burke’s employment was improperly classified; and the Civil Service Reform Act of 2011 is unconstitutional.
