Callie Burke challenged her termination of employment from the Indiana Department of Correction by filing a complaint with the State Employee Appeals Commission, which held that Burke was an unclassified employee subject to at will employment.  Burke then filed a petition for judicial review, which the trial court dismissed for Burke’s failure to timely file the agency record.  On appeal, Burke argues that a statutory amendment required the agency to file the agency record; Burke’s employment was improperly classified; and the Civil Service Reform Act of 2011 is unconstitutional.

The scheduled panelists are Judge Bailey, Judge Tavitas, and Judge Kenworthy.
