 and submitted as part of the public comment period\, and after careful con
 sideration and further analysis\, if necessary\, provide detailed response
 s in writing as part of the final decision.\n\nThe hearing will run until 
 7:00 p.m. ET/6:00 p.m. CT or when all testimony has been heard from attend
 ees\; whichever comes first.
