The Indiana Health Coverage Programs (IHCP) is offering financial relief to active home health and home- and community based services (HCBS) providers through HCBS stabilization grants. This financial relief is described on the Indiana HCBS Enhanced FMAP Spending Plan page at in.gov/fssa.
The IHCP stabilization grants will retroactively address expenses related to the coronavirus disease 2019 (COVID-19) and challenges in recognition of the work of frontline staff, including costs related to compensation and benefits, COVID-19 testing, personal protective equipment, and other COVID-19-related expenses, to allow providers to stabilize their operations. Upon receipt of a grant payment, providers must use at least 75% of the amount received toward HCBS-related workforce stabilization activities (such as bonuses for frontline staff or recruitment activities). To demonstrate eligibility for the HCBS stabilization grant, providers will need to submit a completed HCBS Stabilization Grant Program Attestation Form. Providers must fill out the form completely, including a full and active Medicaid Provider ID, by Feb. 10, 2022. Attestation forms completed before Jan. 25, 2022, will receive priority payment.
