INDIANAPOLIS. - (April 30, 2025) – Indiana Secretary of State Diego Morales applauds the successful passage and signing of House Enrolled Act 1593, critical legislation aimed at reducing business identity theft fraud and strengthening protections for Hoosier businesses and consumers.

“Business fraud is on the rise in Indiana and across the United States, and our Business Services Division has seen firsthand how our systems can be used as a starting point for fraudulent activity. I am proud to announce that with the passage of HEA 1593, Indiana is taking meaningful steps to better protect legitimate business owners and Hoosier consumers,” said Diego Morales, Indiana Secretary of State.

This legislation increases identity verification requirements and strengthens connections between business records and their true owners. The bill also requires third-party filers to disclose who they are filing on behalf of, closing a loophole that has too often been exploited by bad actors using stolen identities or filing fraudulent registrations.

HEA 1593 introduces a new business type that recognizes the rise of virtual businesses—those that operate from a residence or nontraditional location. This is a much-needed update that reflects the way many Hoosiers work and build businesses today.

Effective communication is essential for transparency and security. The Business Services Division, under the Secretary of State’s Office relies heavily on being able to email business owners any time their registration changes. When contact information is missing or outdated, it slows down the ability to act quickly, particularly when fraud is suspected. This bill ensures the office can maintain direct lines of communication with those responsible for Indiana’s businesses.
