The Indiana Department of Health (IDOH) Division of Emergency Preparedness (DEP) invites you to participate in the 2026 Biological 100 Discussion-based Exercise (BIO100).

The BIO100 exercise is a regional seminar-based training hosted by IDOH. Part of the Public Health Emergency Preparedness (PHEP) program, this discussion-based exercise focuses on refining regional and local response strategies for high-priority biological threats.

Seminar Overview

The exercise is delivered through three regional seminars to ensure statewide coverage:

This seminar acts as a "100-level" introduction to biological incident management, allowing participants to walk through simulated scenarios, identify capability gaps, and coordinate with regional partners before moving to more complex operational exercises later in the cycle.

Intended Audience

The seminars are designed for local and regional stakeholders involved in emergency response, including:

• Local Health Departments (LHDs): PHEP coordinators and environmental health staff.
• Healthcare Coalitions (HCCs): HCC Readiness Response Coordinator and Representatives from regional hospitals and healthcare facilities.
• Emergency Management Agencies (EMAs): County and regional directors.
• First Responders: Key personnel from EMS, fire, and law enforcement.
• Epidemiology: Epidemiologists and public health laboratories.
• Support Partners: Regional epidemiologists and laboratory representatives.

The exercise will focus on public health roles, functions, and medical countermeasures during a large-scale biological incident, such as pandemic influenza. Specifically, participants will discuss:

• Regional Coordination: How local health departments, healthcare coalitions, and emergency management synchronize a unified command and define roles within the first 72 hours of a biological outbreak.
• Gap Identification: Comparing current regional resource inventories and staffing levels against the surge requirements of a sustained pandemic to identify critical capability gaps.
• 100-Level Foundation: The transition from foundational, discussion-based planning to the complex operational requirements of future high-level exercises in the biological track.
