The Indiana Department of Health (IDOH) Division of Emergency Preparedness (DEP) invites you to participate in the 2026 Capstone 100 Discussion-based Exercise (CAP100). This year, for PHEP BP2, we will be utilizing the new NOFO supplemental guidance to allow for a Natural Hazard scenario in order to fulfill the CAP100 requirement, provided it aligns with each jurisdiction's identified risks. The capstone exercise will focus on natural disaster response considerations, including risk communications, mass casualty and fatality response actions, and emergency operations coordination.

The exercise will focus on operational coordination and information sharing during a large-scale natural disaster. Specifically, participants will discuss:

  • How regional partners synchronize a unified command during a natural hazard.
  • The transition from 100-level discussion-based planning to the operational requirements of a 400-level full-scale exercise.
  • Validation of Public Information and Warning systems to ensure regional resilience.
