  satisfy the requirements of the "Procedures Concerning Certain Licenses A
 ct"\, IC 14-11-4\, and its associated administrative rule\, 312 IAC 2-3. T
 he application files are available for public inspection at the Division o
 f Water's office in Indianapolis. Please contact the Division's Technical 
 Services Section at (317) 232-4160 or the toll free number 1-877-928-3755 
 to make an appointment for file review. Photocopies may be made for a nomi
 nal charge of $0.10 per 8 1/2 " X 11" copy.\n\nA pre-action public hearing
  on an application may be requested by filing a written petition with the 
 Director\, Division of Water:\n\nDivision of Water\nRoom W264\n402 West Wa
 shington Street\nIndianapolis\, Indiana 46204\n\nFor a petition to be cons
 idered valid it must:\n\n1. Contain the typed or legibly printed name and 
 complete mailing address of each petitioner\;\n2. Be signed by a minimum o
 f 25 individuals who are at least 18 years old and either reside in the co
 unty where the project will take place or own real property within 1 mile 
 of the project site\;\n3. Affirm that each signatory to the petition satis
 fies the requirements of item 2\; and\n4. Identify the application for whi
 ch the public hearing is being requested either by the application # or th
 e applicant's name and the project description.\n\nA petition which does n
 ot meet these requirements will be considered invalid and the hearing requ
 est will not be granted.\n\nA person may request that the Department provi
 de written notice of its action on an application by filing a written requ
 est with:\n\nDivision of Water\nRoom W264\n402 West Washington Street\nInd
 ianapolis\, Indiana 46204\n\nThe request must identify the application by 
 either the application # or the applicant's name and the project descripti
