Robert Saint requested a white paper from the Family & Social Services Administration (“FSSA”) via the Access to Public Records Act. The FSSA denied the request, citing the disclosure exception for intra-agency deliberative materials. The Marion Superior Court determined that exception did not apply and ordered the FSSA to produce the white paper. The FSSA appealed, and a divided Court of Appeals affirmed.
