The Indiana Supreme Court appointed a special judge to hear the matter, and the special judge entered an order in favor of the County Council. The Jackson Circuit Court has petitioned the Indiana Supreme Court to review that judgment under Trial Rule 60.5(B) and Appellate Rule 61, which address the review of mandate actions.
