June 17, 2026

COURSE DESCRIPTION

This 8-hour course will provide emergency planners, community leaders, veterinarians, animal control personnel, government and non-government agencies, public health agencies and organizations, people working in transportation and law enforcement, emergency management staff, and tribal representatives with the background information needed to participate in the development of supplemental animal, agricultural, and food (AAF) related disaster response plans that could be included within the existing emergency operation plan (EOP) for an operational area (OA). The course will address the resources and information available to emergency managers (EM) for planning; the unique challenges that rural communities face in planning for and responding to AAF related disasters; and AAF related incidents that will require a federal agency response, such as foreign/infectious animal disease (FAD/IAD) outbreaks or agroterrorism. All content will be presented at an instructor-led training (ILT) event that will include multi-media presentations, instructor-led class discussions, and review of case studies to explore lessons learned from historical and recent AAF related disasters.

The team runs an HF and VHF net every week on Thursdays (beginning Jan. 2, 2025). While the nets are set up for the counties to check in, any ham operator may participate.

WEEKLY NETS

The 2m/70cm occurs every Thursday at 8 p.m. ET (20:00). Counties close to Indianapolis can use the W9FBZ repeater, 147.210, 88.5 PL tone. You can also reach the team on the 1.25m repeater on 224.8, 88.5 PL. These two repeaters are linked.

Counties more distant may use Echolink, node 464281. If you or your county teams do not have Echolink, contact the state AUXCOMM team and it will help you set it up.
Note: Operators MUST be a licensed ham to use Echolink.

Getting every county to check in is the goal. Please help the AUXCOMM team (and your county) by reaching out to your local ARES/RACES/AUXCOMM teams and checking in.

The HF net begins at 7:30 p.m. ET (19:30). This net changes bands due to daylight hours of operations.

March - October HF 7.250 MHz +/- QRMNovember - February HF 3.844 MHz +/- QRMIf the frequency is in use, search downward before moving up from that frequency. The HF frequency will be announced on the VHF/Echolink systems at approximately 7:20 p.m. ET (19:20).For questions or comments on the nets, contact IDHS AUXCOMM Net Administrator John Shouse (W9JS) johnshouse@comcast.net.

Taylor Fire Training Center

DATE

June 23, 2026

COURSE DESCRIPTION

The Crisis Leadership seminar is an executive-level presentation for the nation's senior officials at the city, county, region, territory, tribal, and state levels. Seminar participants will discuss strategic- and executive-level issues and challenges related to preparing for, responding to, and recovering from a catastrophic incident. The venue provides an excellent opportunity to share proven strategies and practices and apply lessons-learned from past natural, technological, and human-caused disasters.

The seminar is a facilitated, free-flowing discussion of the stresses of crisis leadership and decision-making gained from an examination of a selected case study of a catastrophic event. The seminar uses the case study to frame the discussion on ways to overcome leadership challenges before, during and after an incident. The outcome of the seminar is the development of individual and/or jurisdictional action plans to guide improvement of emergency preparedness, response and recovery actions.

COURSE DESCRIPTION

This awareness-level course will teach rural and tribal participants the basics of mass fatality response while providing them with opportunities to exchange rural and tribal perceptions and brainstorm solutions to simulated emergencies. In the course of six modules, delivered over an eight-hour period, participants will learn how to identify critical resources necessary for identified functions, develop strategies for responding to unique challenges of mass fatalities incidents, implement forums for partnerships with key community, regional, state, and federal stakeholders for effective response and community recovery, and identify the components that comprise a comprehensive community-wide mass fatalities incident response plan. Upon completion of this instructor-led course, participants will benefit from an increased awareness of morgue operations and human remains recovery operations, and an enhanced ability to plan for the unique challenges of mass fatality incidents in rural and tribal communities.

COURSE DESCRIPTION

Disaster Recovery in Rural Communities (MGT-415) is a planning and management-level course designed for public officials, community leaders, and private-sector representatives in rural communities who play key roles in the disaster recovery process. The overarching goal of the course is to assist rural communities with effective and efficient implementation of recovery efforts, thus ensuring the best possible long-term social and economic recovery of their communities from disaster.

In recent years there have been numerous natural disasters that have affected small and rural communities in devastating ways. In some cases, disasters have destroyed basic community, economic systems and commercial infrastructures. Many of these disasters effected rural areas and communities which had very few resources to deal with the destruction.

July 30, 2026

COURSE DESCRIPTION This 8-hour instructor led course has been developed to educate emergency responders on freight rail car incidents involving hazardous materials. As more and more rail traffic transports cargo, including hazardous materials, it is critical that emergency responders are well trained. The increase in traffic adds to the already present risk of transportation incidents involving hazardous cargo. In addition, since a majority of the rail traffic travels through rural America, it is important that the often times resource limited rural responder community become educated about the dangers and unique hazards presented with rail cars. The information covered in this course will enhance the ability of emergency responders, especially rural emergency responders, to help mitigate a rail car incident by determining complexity and understanding resources needed to remediate the emergency.

August 5, 2026 | 0800 -1700 EST

COURSE DESCRIPTION

The purpose of the Crisis Management for School-Based Incidents - Partnering Rural Law Enforcement, First Responders, and Local School Systems course is to educate rural law enforcement personnel as well as school administrators and personnel on the elements that must be in place to effectively respond to an emergency at a school building or an entire school system. Schools continue to face incidents of violence as well as other crises that require coordination and collaboration within a community to ensure effective management strategies are in place.

As evidenced by the U.S. Secret Service National Threat Assessment Center (NTAC) 2021 report, Averting Targeted School Violence, the research has found that students display a variety of behaviors as they escalate towards violence to themselves or others. NTAC recommends that schools and communities develop multidisciplinary threat assessment programs to identify, assess, and intervene before violence occurs. This course provides information to the individual rural responder, school representatives, and other community stakeholders that will assist them in the recognition of school-based threats and the identification of protection measures and mitigation strategies necessary to secure our nation's school communities and minimize the impact of an incident on people, property, and the environment.
